Every CIBINNO project starts with a Digital Maturity Assessment — MDA — a structured X-ray of your company, built on the official European Commission (JRC) framework also used by the European Digital Innovation Hubs (EDIH). It is not a marketing questionnaire: it is the basis of the implementation plan and the baseline against which we measure progress a year later.

So we don't digitalise chaos
A module placed on top of a broken process only makes it break faster. The assessment shows where the real problem is — data, people, process or strategy.
So priorities have arguments
The score per dimension, multiplied by the impact we agree together, gives the order in which modules are switched on. Not the order someone wants to sell them in.
So there is a measurable "before"
Twelve months later we repeat the assessment on the same framework. Progress shows up in points, on the same radar — not in impressions.
The 6 dimensions assessed
The official EC/JRC questionnaire (company version), reproduced faithfully — 11 questions, a 0–100 score per dimension and an overall score with a maturity band: Basic · Average · Moderately advanced · Advanced.
Digital Business Strategy
How clearly digitalisation is tied to business objectives: investment, owners, time horizon, who decides.
Digital Readiness
Which technologies are already in the house and how much they are actually used — from ERP and cloud to portals, e-commerce and security.
Human-Centric Digitalisation
Team skills, training, how people actually work with digital tools and how they are involved in the change.
Data Management
Where the data sits, how integrated it is, whether it is available in real time and whether it is actually analysed for decisions. This is where most companies break.

How it runs
T0 — the measurement
60–90 minutes: we fill in the questionnaire together at discovery, or we send you a private link and you complete it at your own pace. No preparation, no documents to gather in advance.
The analysis
Score across the 6 dimensions plus positioning against the European benchmark (Eurostat / DESI: Romania at 22.2% digital intensity vs a 73% EU average, with a 90% target for 2030) and the Digital Mastery quadrant — how far you are on technology vs on leading the change.
The plan
Prioritisation on the (100 − score) × impact formula, with impact agreed together on a 1–5 scale. The result is an ordered list of actions, with owners and deadlines, which becomes the CIBINNO implementation plan itself — not a separate document.
T1 — the re-assessment
After 12 months we repeat the assessment on the same framework. A comparative T0 → T1 radar, on the same questions. The re-assessment is included, not re-invoiced.
